After the defalcations of Ip Wai Lam, in the spring of 1903, careful instructions were issued to the shroffs, to the Police, and so far as possible, to the public, that proper receipts on the authorised form were the only ones that could and must be accepted for moneys paid into the Government account, and these instructions were duly carried out, though on April 4th, when a sum of $273.23, being Crown rent collected by Sergeant Gerrard on the outskirts of the Territory by the seizure of crops and other goods, was sent in to Taipo during my absence, it was received by the shroff Ng Fung Fu, and a temporary receipt was given pending my return; but when I was back at Taipo the shroff made no mention of the receipt of this sum.
8. With reference to my failure to enquire into the circumstances of the shroff's absence without leave, I took stock of the moneys and accounts at Taipo on Saturday, April 20th, and next morning took all the moneys in hand and paid it into the bank at Hongkong: on the following week when he did not return, in the absence of telephone communication I sent to enquire on the Tuesday, and could hear nothing of him except for a report which turned out to be incorrect that he had gone into Hospital. On Wednesday I found out that he had left the Colony.
9. The Collector's accounts were rendered incorrectly owing to the collection of moneys which were actually due, but were not entered as such in the Rent Roll; I suppose that such moneys should have been entered in a separate account, but I followed the previous practice at Taipo, and no instructions had been issued to the contrary on this point.
10. The system of collecting and accounting for the various items of revenue at Taipo was carried on by me as I found it, and these were checked by me whenever a sum of money was...
